Yes. A plain white fullscreen makes stuck (colored) and dead (black) pixels stand out clearly against the uniform background, which is why it is one of the most common monitor dead-pixel tests alongside the black and red/green/blue screens.
Does it work for cleaning my monitor or laptop screen?
Yes. A solid white background makes dust, fingerprints, and smudges much easier to see than a normal desktop, so many people open this page before wiping down their screen.
